Why don’t guys call girls on the phone?

That is simple.  First, guys don’t what to say to girls sometimes. Talking can make them nervous.  If talking makes a guy nervous and they don’t have anything to say, that guy is not going to call. Also, maybe they are afraid to call because they don’t want to get in trouble by parents.  Some parents supervise phone usage and don’t allow their kids to be on the phone all the time.  If calling you means breaking the rules, it is best not to call.
